Site Safety Training Requirements

Local Law 196 of 2017 requires certain workers and supervisors to receive safety training at construction sites that are required to designate a Construction Superintendent, Site Safety Coordinator or Site Safety Manager.

 

As of March 1, 2018, many building construction workers must have 10 hours of safety training. Pursuant to Local Law 196 of 2017, workers must be able to show at least an OSHA 10 class has been taken within the previous five years to continue working. When fully phased in by 2019, workers at job sites that require a Site Safety Plan (which includes sites that must designate a Construction Superintendent, Site Safety Coordinator or Site Safety Manager) must receive a minimum of 40 hours of training.

Local Law 196 of 2017, when fully phased-in will require the following:

  • Workers at certain job sites receive 40 hours of safety training;
  • and Supervisors at certain job sites receive 62 hours of safety training.


Training is required for the following individuals:

  • Workers at job sites that are required to designate a Construction Superintendent, Site Safety Coordinator or Site Safety Manager. 
  • Supervisors at these job sites must also be trained including Site Safety Managers, Site Safety Coordinators, Concrete Safety Managers, Construction Superintendents and competent persons.

Local Law 196 Implementation timeline:


By March 1, 2018 all construction workers must complete:

10 Hour OSHA course or

30 Hour OSHA Course or

100 Hour Training Program


By June 1, 2019, all workers must have:

Temporary SST Card or

Limited SST Card or 

SST Card


By June 1, 2019, all Construction Superintendents, Site Safety Managers, and Site Safety Coordinators must have:

Supervisor SST Card


By September 1, 2020, all workers must have:

SST CARD


Temporary SST Card (10 Hour OSHA)

For new construction workers who have completed the 10 HOUR OSHA. Expires after six months during which time training must be completed to receive a Limited SST Card or SST Card.


Limited SST Card (30 Hours) 

For construction workers who have not yet completed the full Local Law 196 requirements but have completed the following: 


1. 10 Hour OSHA class with 20 Hours of additional training:

  • 8- Hour Fall Prevention
  • 8-Hour Site Safety Manager Refresher (Chapter 33)
  • 4 Hour Supported Scaffold User and Refresher


2. 30 HOUR OSHA Class


3. 100-Hour Training Program Approved by the Department

  • At a minimum meets the coursework identified in item 1 or 2 above.


4. Prior experience (See Note:) 

  • 4-Hour Fall Prevention
  • 4-Hour Supported Scaffold User and Refresher

NOTE: An applicant for an SST Card, including a Limited SST Card, SST Card or Supervisor SST Card, who completed the training to comply with the requirements for such SST Card, but who did not complete a particular course topic within the five years preceding submission of an application for an SST Card, may complete the training listed under “Prior Experience” in the one-year period preceding submission of an application for an SST Card. 


Limited SST card expires and is not renewable. 



SST Card (40 Hours) - WORKERS - Card valid for 5 years and can be renewed by completing 8 Hours of SST training as specified by NYC DOB. 

Effective September 1, 2020


1. 10-HOUR OSHA class with 30-Hours of Additional training:

  •  8-Hour Fall Prevention
  • 8-Hour Site Safety Manager Refresher (Chapter 33)
  • 4-Hour Supported Scaffold User and Refresher
  • 4-Hour General Elective
  • 4-Hour Specialized Elective
  • 2-Hour Drug and Alcohol Awareness

2. 30-HOUR OSHA class with 10-Hours of Additional training:
  • 8-HOUR Fall Prevention
  • 2-Hour Drug and Alcohol Awareness


3. 100-HOUR training program approved by the department:

  • At a minimum meets the coursework identified in item 1 or 2 above


4. Prior Experience (See Note):

  • 4-Hour Fall Prevention
  • 4-Hour Supported Scaffold User and Refresher

NOTE: An applicant for an SST Card, including a Limited SST Card, SST Card or Supervisor SST Card, who completed the training to comply with the requirements for such SST Card, but who did not complete a particular course topic within the five years preceding submission of an application for an SST Card, may complete the training listed under “Prior Experience” in the one-year period preceding submission of an application for an SST Card. 


Supervisor SST Card (62 Hours) - SUPERVISORS - Card valid for 5 years and can be renewed by completing 16 Hours of SST training as specified by NYC DOB. 

Effective June 1, 2019

Required for Construction Superintendents, Site Safety Manager, Site Safety Coordinators who have completed the following 62 Hours of Training:


  • 30 HOUR OSHA Class
  • 8- Hour Fall Prevention
  • 8-Hour Site Safety Manager Refresher
  • 4-Hour Supported Scaffold User and Refresher
  • 2-Hour Site Safety Plan
  • 2-Hour Tool Box Talks
  • 2-Hour Pre-Task Safety Meetings
  • 2-Hour General Electives
  • 2-Hour Specialized Electives
  • 2-Hour Drug and Alcohol Awareness



Training Required to Renew SST Card:

SST Card Renewal (8 Hours)

  • 4-Hour Fall Prevention
  • 4-Hour Supported Scaffold User and Refresher


Supervisor SST Card Renewal (16 Hours):

  • 8-Hour Fall Prevention
  • 4-Hour Support Scaffold User and Refresher
  • 2-Hour 'Tool Box' Talks
  • 2-Hour Pre-Task Safety Meetings
